    Community Engagement Task Force Charter

    Article I: Name

    The name of this task force is the Community Engagement Task Force (hereafter referred to as “task force”).

    Article II: Purpose

    The purpose of community engagement is to facilitate understanding and improve district and school-level decisions and problem solving. Predictability and transparency into the district’s decision-making process, including who has the authority to make final decisions, will build trust with families, students and the broader public.

    The decision(s) to be made, impact on stakeholders, budget, collective bargaining agreements, and state law are a few of the factors that influence the type and intensity of community engagement. Not all decisions require intensive community engagement, but engagement, which includes proactive communication, should be thoughtfully developed when the district or a school is considering significant programmatic, policy, or system changes.

    The Community Engagement Task Force will provide the following recommendations to the Superintendent and School Board of Seattle Public Schools:

    • revisions to the draft SPS Community Engagement Model and tools including clarity on what types of decisions or topics require different levels of engagement.
    • culturally responsive engagement strategies reflective of community input
    • SPS community engagement training components
    • Additional recommendations may arise as the body of work develops

    Article III: Membership

    Section 1: Members

    The task force will strive to be inclusive of the broad spectrum of diversity found within Seattle Public Schools and will include the following:

    1. Co-chairs: School Board Director Leslie Harris and Chief Engagement Office, Carri Campbell
    2. (1) Office of School Family Partnership representative
    3. (1) Office of School and Community Partnership representative
    4. (1) Executive Director of Schools
    5. (1) Office of Enrollment planning representative
    6. (2) Office of Curriculum and Instruction representatives
    7. (3) Principals Association of Seattle Schools (PASS) representatives (elementary, middle and high school)
    8. (1) Seattle Education Association representative

    Task Force Members from the Community will include:

    1. (3) Community Based Organization representatives
    2. (2) PTSA representatives
    3. (1) Seattle Council PTSA representative
    4. (1) Parent representative from Northwest Region
    5. (1) Parent representative from Northeast Region
    6. (1) Parent representative from Central Region
    7. (1) Parent representative from Southeast Region
    8. (1) Parent representative from Southwest Region
    9. (2) Community members at large
    10. (1) City of Seattle representative

    Staff Support Members as needed or requested by the co-chairs.

    Section 2: Selection of Members

    All members of the task force shall be selected by the co-chairs and communication team using the racial equity tool. Members must live in the city of Seattle.

    Section 3: Length of Appointment/Service

    The appointment of the task force will be for 6 months, expiring on January 31st of 2017. Meetings will be begin August 16 and occur at a minimum of once per month, but may occur more frequently as needed.

    Section 4: Attendance Requirements

    Members must attend a minimum of five of the 6 anticipated meetings, in order to participate in the community engagement recommendations to the Superintendent and School Board.

    Article IV: Responsibilities

    Section 1: General Responsibilities

    This task force is a resource to the Seattle School Board, Superintendent and the Communications Department. The Communications Department will implement the finalized community engagement model, tools and staff training. Participation on the task force is an opportunity to analyze our community’s recommendations related to community engagement and influence the model and tools SPS will use for improving two-way communication and future district decision-making.

    Section 2: Limitations

    The recommendations from this committee can be accepted, modified or rejected by the superintendent of Schools and School Board.

    Section 3: Consensus Model Voting

    When asked to provide a measure of task force opinion on specific topics, suggestions, or proposals put before the task force, the members will use a voting methodology that shall identify the degree of consensus for each topic using the metrics:
    4 = strongly agree 2 = disagree 3 = agree 1 =strongly disagree

    This model of voting will allow the superintendent and School Board to understand if there is a divergence in opinion and whether and how to seek additional information to inform the community engagement model and tools. Minority opinion reports from task force members to the Superintendent and Board will be allowed.

    Article V: Roles of Task Force Members

    Section 1: Co-chairs

    1. Works closely with district leadership team and SPS School Board Executive Committee to plan each meeting and establish agenda items.
    2. Oversees the scope and sequence of the task force charter.
    3. Maintains documentation of work completed and progress toward goal.
    4. Ensures task force progress and completion is communicated to stakeholders.

    Section 2: Task Force members

    1. Attend meetings on time and prepared for discussion and participation.
    2. Acts as a resource to all task force members.
    3. May collect feedback from stakeholders.
    4. Works collaboratively with others in the task force.
    Section 3: Staff Support – SPS Communications Team
    1. Support task force work.
    2. Act as a resource for task force members.
    3. Assist with communications to staff and community.

    Article VI: Meetings

    Section 1: Quorum Requirement

    A quorum of regular members (i.e., 16 out of 30) must be present to conduct business which results in any form of formal recommendation by the task force. For those matters deemed ‘critical’ for which a quorum is not present, the chair of the task force shall have the authority to electronically poll all members not in attendance in a timely basis in order to assure that a more inclusive recommendation is accomplished.

    Section 2: Public Meetings

    Meetings of the task force will be open to the public, but public input will not be taken during task force meeting time.

    Section 3: Meeting Minutes

    Meeting minutes will be posted online within one week after approval
